BACKGROUND
The Zimbabwe Construction Industry Association (ZCIA) is a voluntary umbrella body that was established in 1994 for the purpose of bringing together the stakeholders in the built environment, to provide a forum and platform to deliberate and articulate matters of mutual concern, and to speak with one voice when communicating with Government, particularly the Ministry of Local Government, Public Works, and National Housing (MLGPWNH) that superintends over the construction industry, and any other stakeholders.
- The Zimbabwe Construction Industry Association (ZCIA) is an embodiment of all that is construction industry.
- The members of ZCIA want the Association to act like a magnet that will bring all the members together.
- They want to make the services of the Association so attractive that no construction association will want to remain outside the Association.
- ZCIA should operate like a cartel. A good cartel looks after its members. It protects its member’s competition. It should make its members feel so strong that to operate outside it, they will feel weak and insecure.
- ZCIA is to function as the representative body of the whole construction industry.
- ZCIA was established to bring about some form of regulated coordination, even though it has no regulatory authority yet.
- ZCIA was established to promote and develop the business of the construction industry and to create a suitable operating environment for its members.
- ZCIA was created to provide overarching membership to all in the construction industry.
- ZCIA is be the sole voice for the construction industry.
- ZCIA is a voluntary Advisory Board to the Minister.
- ZCIA has the potential to influence policy in Government.
- ZCIA will be able to bring about unity of purpose and power of unity among the members.
- ZCIA will be able to bring to a stop competitive approaches to the Government by various constituent associations.
- To help ZCIA to achieve its industry objectives, constituent associations should have their own Acts to regulate their operations.
- The ultimate objectives of ZCIA is to have its own Act of Parliament to give power to its regulatory authority.
- ZCIA was created to provide Industry Leadership to its members.
- ZCIA will need to develop nationalistic approaches to construction industry business.
- Such an approach says “What is good for the construction industry business is good for Zimbabwe”.
- ZCIA has called for this strategic planning workshop to learn about good governance in running the Association and how to motivate volunteers in the management of ZCIA.
- Secondly ZCIA leadership wants to learn about how to lead professional people who comprise ZCIA membership.
FUNCTIONS
- To be the representative voice for the entire construction industry in order to protect the interests of the constituent associations.
- To assist the development of constituent members through the provision of highly professional services, information, training opportunities and consulting, service to all its members.
- To bring to the industry corporate governance practices in line with the government regulations.
- To promote a competitive and advocate for regulated business environment in Zimbabwe and maintenance of standards of excellence in the industry for the success of its members.
- To identify and endeavor to meet the needs of the construction industry.
- To maintain and sustain strong working relationship with constituent members, the Government and sister business sector organizations, institutions and respective bodies corporate which may serve the common interests of its constituent members.
- To ensure that its members maintain high standards of integrity, ethical business practices and efficiencies.
- To encourage such practices throughout Zimbabwean community and regulate against such malpractices as corruption, deception and under handedness.
- To support sound environmental practice compatible with the natural habitat for sustainable development.
- To be gender sensitive in the operations of the association.
- To provide mediation services where disputes arise among the constituent member association and individuals.
- To carry out any such duties which the industry may require.

OUR ROLES
- The Zimbabwe Construction Industry Association is to that industry what a Corporate Board of Directors is to a Corporation.
- According to good practice, the Board of Directors of a Corporation plays a central function in the governance of that company.
- Because the professional Board bears the ultimate responsibility for the stewardship and performance of the company and functioning have a significant impact on the governance of the company and therefore on its operational and financial performance.
- The Board is usually responsible for approving the Company Strategy and budget, setting up performance objectives, selecting the CEO and the necessary senior Executives.
- An effective Board must comprise highly qualified and competent directors capable of exercising objective, independent judgement to guide strategy development and monitor management.
- The Board Company Executives, and external stakeholders must share a proper understanding of the role and responsibilities of the Board to ensure that the Board has appropriate autonomy, authority, accountability and ability in exercising its functions.
- Moreover, an effective Board follows operating practices – such as creating Board Committees and providing specialized training and evaluation of directors that improve Board functioning and decision making.
